Shortstop was in a position, with "reasonable effort", to field the ball and either get a fielders choice at 2nd or throw out the runner at first. Any official scorer should know that this is an error, can't assume a double play, but at least one out would have been recorded if the short-stop hadn't whiffed fielding the ball.

He didn't have to make an extraordinary effort to get to the ball. The ball simply ticked off his glove. Did it take a high hop? Yes. But he was in position to get the ball and should have.
