Should CMS allow blanket hardship exemptions for the meaningful use program's 2015 reporting period?

Yes. CMS' delay in issuing the final rule for program modifications for 2015 through 2017 will keep many program participants from attesting.

No. CMS can still provide exemptions for affected participants on a case-by-case basis, but changing the process would create more confusion.
