Why do we (as Americans in general) feel the need to legislate everything? We have created an expectation that everything will be told to us and we no longer need to use our brains or commons sense (which apparently isn't so common anymore). If you are a parent you should instinctively want to be involved in all parts of your child's life. I believe it is our primary duty as parents to "educate" our children with public education being important but secondary.
