Is cutting city worker's salaries the best solution to address Petersburg's financial woes?

Petersburg is a city that is spiraling out of control. It's tremendous debt, unethical leaders, the failure to hold folks accountable and the lack of management from city council to their appointees. Any duly elected body should have seen these finical woes long before now. Former city manager William E Johnson III must have had something on council for them to keep a blind eye this long. According to public election documents Mr. Brian Moore is the longest sitting active council representative, with a term of almost 12 years. Could he have been so blind to not see this. Or was it a cover-up? Whose pockets were padded with the Johnson Controls contract? Easy to tell just follow those employees who had direct contact with JCI and watch their spending habit. Petersburg should not cut the hard working worker bee employees because of councils many years of not holding people to their jobs. Cuts start from the top and then work their way down. City Manager makes 165k that should be the first cut, interim attorney is charging the city by the hour, I do believe to the tune of $200.00 pH. Change is needed now, and it needs to start from the top, Elected Attorney General Mark Herring needs to send an entourage to Petersburg with federal cars abd handcuffs.
