Address the lack of affordable housing. Not all the people in the campgrounds are transients, some are families that move from one campground to the next. It will take a willingness from the City Council to get developers onboard for affordable participation in housing projects. And Suzy is correct, it's much bigger, with many threads. Yes there are programs, but you need some kind of permanent or stable address or you can't benefit from all the services. Employers won't hire you unless you have an address no matter how much you want to work. As a community, we need to stop labeling those that struggle in society, and find solutions instead of blame. Politics aside, these are humans.
When Donald Trump becomes president, not only will he make me rich and smart he will round up all the homeless and get rid of them with all the blacks, Muslims and libtards!

@Suzy: there are plenty enough facilities and programs for homeless people who really want to use them. At campgrounds, the park rangers need to be given the freedom to exercise their discretion and have transients move out after a day or two, and to even take their photos to help them remember who the repeat "offenders" are.
They will move along to California once it gets cold.
The transient population is getting out of control here.
How about we start caring about people and help them! Mental health facilities, housing, drug treatment, job training!
