Why all the negativity? Lighten up already. The musician should have gotten a permit. But a little leniency in return for the good press makes sense.

I believe that the police have a responsibility to make a call with the information they have. Its not something that should be taken advantage of by people as a way to do this in the future but it goes to show that the men and women in blue are capable of making informed decisions and are out to keep us safe not behind bars or paying tickets

They know who the rapper is. Just send him the bill for the police time, permit fees, etc. I think the police were trying to make sure things didn't escalate into a riot under the circumstances.

This would have been so different if, lets say some good ol southern boys were flying the Stars and Bars, playing some Alabama, and having a Ho-Down with their pick-ups. Bet the police would have shut that down fast, but, minorities can do as they wish and proper white society has to let them, and pay for their medical care, and food, and housing while they do it. White mans' burden? Oh well, not as if there were not plenty of hoes down any way.

Many of these people were obviously never disciplined as a child. The leniency of the pathetic APD just reinforces their belief that they can get away with anything.

In Los Angeles you need a permit from the film commission to shoot on the streets - it usually involves hiring security, etc. I wonder how Albuquerque's regulations differ. And will there be any legal or financial consequences if there were regulations that weren't followed.
