Should Fall River phase in its new stormwater fee over a couple of years to give residents and businesses time to prepare for it?

• Yes. It's especially unfair to expect businesses in this economic climate to just come up with several thousand dollars out of the blue.

• No. Stormwater needs to be treated, and treatment has to be paid for. The city needs the money now. It's taxpayers' responsibility to provide it.
