Should phone makers lock out most apps for drivers?

    Since Smart phones have had tracking chips, I have been saying that cell phones should become "non-functioning" when they are traveling faster than 6 miles per hour. That way there is no calling or texting while the car is moving faster than 6 MPH. I say 6 MPH because that would still allow a fast-walking person to talk on their phone. The only exception would be calling 911.
