Should the State Lands Commission use eminent domain to buy a public right of way to Martins Beach from Vinod Khosla?

If the state wants to open this beach that he bought all the way to the "mean high tide". Then the State should have to buy those rights from the owner who purchased the beach up to the " mean high tide" mark . Eminent domain has its place and this is not it in my opinion one of them .

But the state should not have to purchase this right of way. The coastline can't be totally purchased by the titans of tech. Look to other states that REQUIRE access to the beach.
