It's the parents responsibility, not the taxpayers. Good grief. Concentrate your efforts elsewhere.

Until we start asking to test all our elected of dials and hold them to the same standards then no testing.

Think about this if you went to high school. Was there two basic groups of kids? Hint - hoods and jocks? Who smoked and did drugs? The jocks? If you don't know what you are doung, ask for professional opinions from social workers. This is one of thee dumbest things I've heard of.
