The drug testing is so taxpayers are not funding people to do drugs. If they are caught doing illegal drugs they should lose their unemployment benefits. I think all benefits especially from the unfunded liabilities of welfare/medicaid/food stamps/public housing/public transportation/grants/free cell phones/etc., should all have random drug screens done during the duration of receiving benefits. I worked a career that we did random drug screens my whole life and had no qualms with it. It was a requirement of the employment. If I wanted to work there I had to be drug free. If people want their benefits they have to be drug free,get it? Just like if people are caught rioting they should forfeit all and any govt benefits they are receiving.

Let the prospective employers absorb the cost. The cost to the taxpayers will far outweigh any benefits.
