Has Humboldt's homeless population gone up or down?

    I read another article on it and it seems SoHum wasn't counted because of a Catch-22 situation.
    There's no organizations that could help create/provide housing in the area so the actual homeless
    don't matter because there's no way to provide them services.

    Which to be boiled down to:
    "We can't provide the services so we won't count you so for the records,
    you don't count. Your homelessness is obviously a result of your own
    misperceptions about your situation. If you want assistance you'll have to
    leave this area and go some place where there programs and counting you
    MIGHT mean the programs will count you and apply for money and the govt.
    MIGHT provide funds and the people running the program MIGHT use the
    funds (when they finally get them) to do something constructive.

    Of course the people in SoHum who might have organized something don't
    want the money because if they made the situation better then people
    would stay...and they don't want that.
    It reminds me of the poem:

    ""As I was going up the stair
    I met a man who wasn't there!
    He wasn't there again today,
    Oh how I wish he'd go away!"

    When I came home last night at three,
    The man was waiting there for me
    But when I looked around the hall,
    I couldn't see him there at all!
