I think Ivy did it to make it look like Katie did it, to get Katie out of Quinns hair,
arrested and charged with being crazy
...and why hasn't Eric been told, called etc...the cops already know but Eric doesn't....makes no sense

I wanted it to be Katie....shake her up a little by arresting her just to scare her bc she is sticking her nose where it doesn't belong.
