Makes me crazy, especially when I'm on my way to or from work. If the government can provide cell phones, housing, food, medical coverage...all which people who work pay for - then why not put these people to work? Two years I have passed the same ones on these corners and intersections. They can afford cigarettes, but not food?
In addition, I've seen the piles of trash they leave - especially under 391 in Holyoke. If they can't be cited for panhandling - how about littering?
Best thing people can do is not reward bad behavior and not give them anything.
