There's definitely passion between Billy and phyllis. And she can be herself with him. However, they were always greatest "against" a common enemy than for a common positive goal. On the other hand she has a really deep connection with Jack and might still love him. The latter's reunion with Nikki might sting Victor but only half as bad as the latter's pimping of Phyllis to a drug lord. Billy's deepest connection is Victoria. I hope an save her heath and if not her company, at least her self esteem and little family.
