Keep Hooker. Too many times in our past we've let players go because of looming cost only to see them flourish in other teams, and/or against us.
Sometimes it seems we do the hard work of developing the player, and about when he's ripened or about to bear fruit, he hits free agency, and is gone.
Two ways of course to view this. One, free safety on a rookie deal in managing costs, and developing the player. Two, after spending the time developing the player within our system fully, the player bears fruit, and shows the maturity, and growth in technical abilities, and team leadership.
If this particular player doesn't pan out the way you'd hoped after exercising the 5th year option, you let him go.
Hopefully during the period of exercising that option, and it's maturity, you've groomed a solid if not better option for replacement.

I say give him year 5 to prove himself in a contract year exercise the option especially considering we have made some big moves hooker could have his best years ahead of him

Yes. Blackmon won’t be at full strength for 1 and a half or two years. He may be back in 8 months but it takes a lot longer to fully recover. His play at cornerback at Utah wasn’t so hot. According to Pro Football Focus he gave up a ton of yards on catches. So one year at safety in college. He’s no guarantee. Keep Hooker.

Yes. Blackmon won’t be at full strength for 1 and a half or two years. He may be back in 8 months but it takes a lot longer to fully recover. His play at cornerback at Utah wasn’t so hot. According to Pro Football Focus he gave up a ton of yards on catches. So one year at safety in college. He’s no guarantee. Keep Hooker.

Nah man. Too inconsistent, and that’s a lot of money for the lack of production he’s had. Let Hooker play out his last year while Blackmon heals up, then let Hooker test the market.

Many choose not to throw deep against the Colts. Possibly because of Hooker.
