Doesn't it depend on the project? If a client came in and said, "I have this script here... it's about a bedazzled Bollywood Director who meets Moses in an S&M motorcycle bar. Oh, and we need at least one Tranny in a bikini." you'd be golden!
That said, yes, actors should research what kind of projects a casting director tends to be involved in before making a submission. Saves the actor postage and the CD valuable time.
