i assume rise/decline/stagnate in a holistic sense, including in terms of economy and civics...
Great tip - making the modification to have a 'stagnate' on top of 'not sure' option. Going to do so early!
Based on the possible answers id have a to say decline. But more likely it will stagnate, which by definition I suppose is decline.
