The owner purchased the building at the market value for earthquake prone buildings-cheap and once they are made more sound, the value will increase. That is purely their decision, not yours. If they want to continue to use the building, they will have to spend some funds to make safer. If not, they will need to sell to people whom are prepared to improve the structures to make them safe.
