3. How do you rate the priority of spending ratepayers funds on upgrading or replacing such structures?

    The council can not spend rate payers funds on privately owned buildings. The owner purchased the building at the market value for earthquake prone buildings-cheap and once they are made more sound, the value will increase. That is purely their decision, not yours. If they want to continue to use the building, they will have to spend some funds to make safer. If not, they will need to sell to people whom are prepared to improve the structures to make them safe. It is your job to sought out which ones need work, and which ones don't. Period.
