Given that Obama's smarties are among the dumbest, narrow-minded and least competent people he can find, an extra vote for "educated" people doesn't make a lot of sense to me.
American college students regularly turn up to be quite narrowly "educated", unskilled at critical thinking and decision-making but very self-confident (or is it overly ample self-esteem?) of their knowledge of most things. Tends to indicate they are so unschooled they really don't appreciate how little they really do know. Why should people like that have any more sway in elections than they already do?
