Reinstate federal authority, by force if necessary, and take punitive measures against the leaders of the rebellion and/or the States generally.
Reinstate federal authority, by force if necessary, but do not retaliate beyond trying the leaders of the rebellion for treason.
Readmit the seceding States on a case-by-case basis, according to the willingness of the States to recognize the legitimacy of the federal government.
Recognize each of the seceding States as a separate nation, and grant each State diplomatic and trade privileges according to its friendliness to the United States.
