A Psion wants to use forced movement to smash someone up against a steel barred window. What do you say?

The Wall acts as blocking terrain. The forced movement is negated. No damage.

The steel bars act as hindering terrain. Give enemy combatant a saving throw to avoid damage.

Declare the wall as being weak and have the Psion pull the enemy crashing through the wall taking bonus damage simply because the idea was good and that outcome would be fun for everyone.

Pretend you didn't hear the player mention the forced movement and just keep going to the next player.
