Looks like everyone who is leaving a comment picked (as at least one of their choices) the "community program" option, which I think is telling in itself - those of us who value the community experience also value sharing (and learning) thoughts with (and of) others. :D
I picked the community program option because I personally feel a greater sense of efficacy when my own efforts are included in the aggregate with my fellow neighbors - makes for a much bigger impact.

By involving an entire community - there would be greater energy savings and hopefully this would cause a ripple effect to get more businesses and individuals involved in saving energy. I think my energy bill is quite high, so finding ways to say on this would be helpful to me.

Apparently I think just like Joel... although I did vote before reading his comments. I completely agree - I like the personal incentive bit (like a clicker for a dog), and I really love the idea of helping people see how their "little" actions can add up to something big.

I picked the two above because the first--community programs-- gets people working together with their utility and their peers and reinforces the message that folks just like them are working together on energy projects. I like the lower rates idea, too, because it is something you can track and gets to something that nearly everyone likes...Saving money!
