I think you're simplifying Terra a bit. She's done a lot more than those rock powers. If you seen the episode where *spoilers* she went rogue and went with Slade. In the hideout underground where she triggered a volcanic reaction inside the place where she supposedly killed herself and Slade. Even though the thing with Slade was not confirmed as with what happened to Terra at the end of the show. *end spoilers*
Rocks may not hurt Eighteen, but that's not saying volcanic couldn't. Then again the Saiyans aren't too affected by lava at all as with Broly's Second Coming and Goku in the lava pool in the Princess Snake episode. Terra can also use energy attacks as she is seen using to move earth. THe power she has could be enough to disrupt the earth's volcanic system and can cause major earthquakes. Perhaps if she tried hard enough, she'd collapse the earth's core. Then without the core, the Earth will die and get very cold as the Earth has no fuel.
This is a good fight for Terra, as she's forced to give every ability she has. Although she'll fall short of victory in the end. Sorry Terra, yer cute and awesome, but you can't beat deadly beauty as Android 18 is :)
