candi, if your daugter has loans, then she's paying and I would think that would cover her obligation under this. I think they are targeting the people who pay absolutely nothing, so don't value the education or abuse the system.
I've know person who signd up for classes only because the federal program also then gave her "free" evening daycare. Person took some garbage one hour class at 6 pm, dropped off kids at 5:30 (day care provided them dinner) after class she hit the bars and picked them up kids at 11 pm.
She paid zero for tuition, books, daycare but could afford $8,000 for a boob job.

My daughter is currently a senior and will be going to college in the fall. She has been offered scholarships, but will still have about $16,000 to pay in loans each year. Isn't that enough debt to give to a student? Education in this country is far to expensive - we put these kids so far in debt before they even graduate.
