This woman is NUTS!!! First of all the little guy is TOO SMALL for a regular seatbelt. An accident could have killed him because he doesnt fit properly in a regular seat!!! A dumb moran can see she was retraining the gas can so it wouldn't tip and spill!!! Gas could get on the carseat and then onto the child...DUH WOMAN!!! The mom cant believe the turn this has taken!!! She is an unfit mother and very stupid!!! Just sayin...

If what she claims is true that the boy had a seat belt on but managed to unbuckle it himself and jumped into the backseat then backed himself... then the toddler must be smarter that her and her teenage son who were not not wearing seat belts when they were pulled over.

It is the parent's responsibility to ensure that their child is safe at all times. It would also appear that the child seat isn't even attached to the vehicle based on both the officer's photo and the video where she moves it around to show how the child gets out. If the child can operate the child seat, then perhaps she needs to get a new one that can properly restrain the kiddo. Simple fact, the mom is a moron and a poor parent in neglecting her parental responsibilities. She should have never tried to explain it as she now looks even worse.

A child that young should NOT be in a seatbelt, nor a booster. A child that young (in addition to size) should be in a 5pt harnessed car seat, which he would not be able to get out of. Bravo to the Police Officer for citing this ignorant Mother. I am appalled daily at children bouncing around like popcorn in a car when the car is in motion.
