The Fans: They put themselves in harms way.
Nino Farina: He struck the fans.
The hooligan: He ran across the track. His beligerence caused Nino Farina to swerve and lose control.
The Facility Owner/Promoter: They sold more tickets and/or let too many fans in. They were negligent.
