Collateral Damage to Protect Institutions
I would equate collateral damage in protecting an important person, national treasures or landmark, or extremely expensive facility with saving lives.
I would not so equate: no material thing is worth the loss of life, and no one life is worth more than another given that someone can likely replace them almost as usefully.
