Too low... too high.... too confusing ! Assuming the ranking #28 is too high of a number; i.e., the belief that the Bills should be ranked lower in your numbering scheme (say #14), the team would logically be ranked higher in the overall final standings. So when you ask..... too high or too low .... are you referring to your ranking number or the Bills final standing?
