Why not both? He was pushed and he flopped. It was a weak push, but I've seen that called several times the last few years. I'd hate to be a Saints fan, but it is what it is. While I think that should NOT be grounds for a penalty, the league thinks it IS grounds for a penalty, and as a result it's only fair it is enforced, as sleazy as it is.
