Have lived by Air Force and Marine Corps Bases all my life. We regularly had noise alerts when live training involving heavy artillery/explosions or night time flare usage. What's wrong with A.P. Hill that they don't get the word out beforehand so neighbors can expect the noise? No reason they can't partner with neighboring counties and have them send alerts on the county's alert system. Quantico MCB put their noise alerts in the newspaper during the 15 years I lived there. As long as resident's know what to expect they don't worry when they here/feel the booming in their homes.
