Yes. It shows a clearer path for promising young drivers to reach the top level of American open-wheel racing, while allowing teams to groom drivers their way.

I don't know. It seems that Indy Lights is more about the actual teams being developed to move into IndyCar.

No. It's a waste of money. Let the smaller IndyCar teams develop talented drivers and then poach the good ones.
