There's no comparison! Negan is a brutal douchbag, he's not particularly evil or anything. The governor is pure evil, a total psychotic nihilistic behavior that always hide what he have really in mind. He have let Hershell headless just because he was frustrated and have killed Andrea and Nilton just for fun, just for a few exemples.
It's like to compare the infamous Ted Bundy (have a very similar mind to the governor) with the bad guy from Avatar! There's thing you can't compare.
For more this is by far the most developed and interesting characters of the show and David Morrissey is just perfect at that! Even if Jeffrey Dean Morgan is still a great actor.

IMO Negan is just far worse. Governor (the TV version), in my POV, is not really fully evil until he slaughtered his own men in the mid season finale. He is just devastated after Michonne took away his only motivation to keep going on brutally, and there is absolutely nothing wrong if he wants vengeance on Rick's group, esp Michonne. Come on, America is a land of freedom, so what wrong in keeping a zombie who was your loved ones, if you keep them properly so that they're not gonna hurt anyone? I have even been sympathetical to the governor especially when I saw how he bonded with the Chamblers—there was such a touching moment that I was even projecting a mirage that poor ol' Phil finally gets to join a new family, new wife and new daughter again and gets to live happily forever after (too bad it's a horror drama instead of that fairy tale). Michonne is definitely fully responsible for the tragedy between Rick's group and Woodbury, and thus became my most hated protagonist in the series. I hoped she will become zombie fodder ASAP every single episode after, and I was just so appalled to see she ended up sleeping with Rick and becoming the 'first lady that I even thought 'Fuck this bitch and hail the Klan'

Negan is more scary but at least he'll look you in the eye and tell you that he's gonna kill one of you. The governor on the other hand would shake your hand and act like your best friend and then manipulate you and stab you in the back, making a complete fool outta you. IMO, the governor is someone you can hate and Negan is someone you can fear
