I would like the design to optimize the ability of people on weekends to come into the neighbourhood, have lunch or dinner and then wander into stores. 90 minutes is not enough. Allow 1 hour for the meal, and 1 hour for wandering. I would suggest M-F 8:30 to 5:30 90-minutes; 2 hours otherwise; and no paid parking. This will optimize restaurant revenues and shop revenues, while still controlling volumes and side-street parking.
Am I right to assume 1.5 hours unpaid parking is until 5:30 p.m. ?
I think after 5:30 you may need more than 90 minutes if you are having dinner at one of the restaurants.
