The Handicapped stall is overused, especially when the other ones are lower to the ground.

No idea if it's true, but another strategy is using the handicapped stall (if there is one), figuring that most people that aren't handicapped won't choose it.

I've had that first stall thing worked out for years. I had to work against my natural inclination to breeze by that first stall, but it's worth it now that I see how much cleaner it usually is compared to the other nasty ones.
