In so many factories, hospitals, buildings, offices..v..v.. fire fighting equipments are installed only to apply with some government regulations. But, the managers neglect the most important thing, it is the human factor. The fire fighting equipment can not extinguish the fire without human control. So i agree with your good idea that establish training courses to improve the skill of student.
I also put forward my idea.. make step-by-step "how to use" instruction card and post nearby the fire extinguisher, so in case of emergency fire al man can see easily and know how to use.
