Ban texting while driving/biking, require hands free cell phones, but don't try to ban talking on them all together unless you are going to outlaw all conversation, singing and all other communication while driving/riding in a car. I know people who can't talk and drive even when the person is in the seat next to them. Or better yet, make sure people are really capable of driving in the first place. Some people just had to get their license out of the cracker jack box because I can't believe they actually passed the driving test.
