It is hard to compare Tebow to Charlie. They have completely different styles. Tebow is a quarterback in a fullback's body who, when he is flushed, turns it up field and can create his own hole. He is capable of taking punishment and returning it in kind.
Charlie ran the offense like a point guard. When flushed from the pocket, he would roll away from the pressure and either find the man who opened up due to his scrambling, or squeeze through a hole for yardage. It was difficult to get a solid hit on him.
As far as typical quarterback skills, I would give Charlie the nod. To be fair, they are both the best ever when it comes to their particular style.
