    This is very good step in the right direction.But there will be practical difficulties in implementing this and needs lot of effort to create awareness.Option to express rejection of all candiates is also a welcome step.What the nation needs urgently is the sweeping reforms in the electoral laws.Corrupts and criminals should be barred from contesting. There should be deterrant for non serious candidates.Election expences should be controlled and give level playing grounds to all.Regional parties sould nnot be allowed contest Parliamanent elections.If they want they should subscribe to the policies and programmes of any national patry and contest on symbol of national party it allign.

    Sir,

    It might a good step, but first of all we should think upon that 85% indian lives in village where every law on ground implemented by the government bodies (who are corrupted mostly and they can use as a tool to harras the poor people with help of their agents); thus we must try to educate the people about "PRICE OF THEIR VOTE".

    Rather than compulsary voting; authorities must explore easier and foolproff methods for higher percentage of voting.

    Believe on the saying of Swami Vivekanand that "Jis samaj mein jitne zyada kanoon hote hain; us samaj ka patan utna hi shighra hota hai." So as we all are followers of our great leaders we must try to make peoples life easier not making more than 50 new law in every parliamentry session.

    So Mr. politician please try to manage your media relations first who are sick for Gandhi's in politics, Khans for bollywood and cricket in sports. They must focused on the issue which relates to peoples regular attention.

    Compulsory voting is fine as long as there are good candidates. Can some one tell me what do I do in the following case :
    My constituency has the following candidates

    A Congress I candidate who has 16 criminal cases against him
    A Indian Union Muslim League Candidate who is a sympathiser of SIMI
    A Communist candidate who glorifies China and accepts the Chinese Ambassador's claim of Arunachal Pradesh as their own

    People does not go for voting and after election start cursing polictiicians. They enjoy a holiday for a day and curse the ploliticians for 5 years. It is high time people should come out and vote. So that good people can come forward to run our nation. People like naredra modi, Manohar Parrikar to name a few should be supported so that at least some thing is batter than nothing. These are the people who has set an example for good governance and defined with action what a development Is.

    this step had to be taken since the introduction of the voting authority given to the voters. it should be added some more cluases such as if the voter is not cast his/her vote then he or she should be trated as a criminal behind the bars. the election commission should think about the e-voting also. whether mr.mody will think of it for the future?

    In India, the general voter does not feel that vote in participatory democracy is very important. Percentage of citizens actively interested in politics is very low. The average poll in past election was not more than 55, though it varies from State to State. Non-voting is more common among women, persons of lower income group, illiterates. It is surprising that Indian elite class is completely indifferent to exercise right to vote. The constitutional goal of universal suffrage has not been achieved.
    A low voting indicates that the masses do not have much faith in our democratic institutions. Under the present R.P. Act, 1951 the Indian voter has no say in the selection of candidates and no right to recall or negative vote. It makes the "one man one vote one value" principle incomplete. The Gujarat step is somewhat new; it may have far reaching results in national context. I would like to submit that mere participatory democracy is not sufficient for good governance. A gross national-happiness we can achieve by eradicating corruption which is rampant in our society and is a direct impediment in our progress and advancement. It affects badly to common man.

In the name of majority, a person getting only 10 to 20 % votes becomes representative of the people of the constituency which is total misrepresentation of majority.An elected representative must obtain 51 % of total no of votes of the the constituency. This will ensure that true democracy will prosper and ghost of caste, creed, community and class will evaporate.Divisive forces will not be able to exploite
    fissiparous tendencies of selfish politicians.

    Hello India,
    It is indeed a first step taken by Shri. Narendra Modi when all politicians felt the need but never thought of putting it to practice. The compulsory voting is the only way out in eradicating the evil of VOTE BANK POLITICS practiced by the PSUEDO SECULARISTS and also to bring in a sense of accountability in the society. I have been thinking of many ways where the compulsory voting can have an impact.
    The following facilities may be withdrawn to those who do not vote.
    a) No holiday for those who do not vote
    b) No Subsidy on Electricity Bills
    c) No water supply at subsidised rates
    d) No LPG connection with subsidy
    e) No tax rebate as applicable to a salaried employee or to a businessman/woman
    f) Educational institutions aided by Govt would not charge the same fee as applicable to a law abiding citizen who has voted.
    These are some of the many options available for the Govt to ensure all eligible voters exercise their franchise without fail. There can be more punitive action against those who regularly abstain from voting.

    Compulsory voting: This has to be a Constitutional enforcement. With PIN expected for every Indian shortly, compulsory voting enforced and any person who fails to vote should be penalised with removal of all or any facilities so provided. There should be an electronic system for using right of casting ballot which would be the basis for %age of votes cast. As we have heard of manipulation of 'voting machines' in the recently concluded general elections, it is preferable to go back to the 'paper ballot.'
    But more important and urgently required is that there should be a change in the election law. With mushrooming of political parties increasing each time and with large number of Independents, these need to be curtailed. At the maximum three National parties, not combinations, and not more than ten Independents [on first come first served basis (there should be a non-refundable deposit of minimum Rs.one lakh at the time of filing nominatio)] and any party or independent failing to secure a particular %age of votes should not be allowed to contest any election for a minimum period of 6 years.
    For any person caught red handed indulging in any activity detrimental to fair election should be sentenced to a minimum 2 years rigorous imprisonment.
    All Election Commissioners at the Centre and States should be non-political and possess a clean slate. If necessary there should be an interchange of Election personnel.
    Elections should be completed within a maximum two days in each State and prior to election dates, the borders of the State should be sealed to ensure that those resident in one village/town/district are not bribed to cross over to cast their votes for a particular candidate.

    In my opinion,the move is very progressive and nationalistic and if adopted by All - india basis,it will have a sea-change in our political system altogether.

    Today,the election is running the 40-50% voting only,rest 50-60% are the absentee as there is no compultion to vote .Those who vote....mainly the Illiterates(cast-bais) & enmass minority voters (surmons from the mosques on Fridays).Most of the parties are thus engaged in the Minority appeasement policies and mojority of India's development funds meant for poor and underprivilege people ,now being offered to the minority community leaders,
    to have a block vote booking and assurences for vote in future elections.

    This has been the pattern of our political scenerio over the years after independence.Now this block of minority group has become so powerfull that they dictate the terms in all the sphere of administration for the advantages to the minority community only........Similarly the political parties also very systemically BUTCHERED the majority family withe THE CASTES/CREED divide in their favour to win the electiuons....as a result the Majority community is gradually shrinking to the minority status.

    The middle class majority thus taken aback of the situation and lost all the charm in the parties,who promote Minoritism & Castism and keep themselves NON-INVOLMENT in any election....resulting the low percentage voting in each election.

    Hence let it be very sure that the good step,which Guj. govt. has taken ,will NEVER BE ADOPTED ON ALL INDIA BASIS ,As the ruling party and the castiest parties will never ENCOURAGE SUCH MOVE.......as in such adoptation,
    these parties will SEE-RED and risky to win the election!!

    LOOK BEYOND TODAY FOR A DISTANT FUTURE MAY BE 15-20YEARS,THE INDIAN POPULATION WILL MULTIPLY MORE WITH MINORITIES WITH THEIR UNRESTRICTED BREEDINGS AND WILL SURPASS THE SO CALLED MAJORITY COMMUNITY...AND INDIA'S POLICY WILL BE RULED AND DOMINATED BY THE MINORITY ONLY AND WILL BE REPLACED BY THEIR PARTY AND PRESENT PARTIES WILL DISAPPEAR?

    There fore our present generation is facing a great danger of elimination in future as Indian due to our FAULTY democratic system,which didn't change with the changing of the time and environmental global situation mars by Islamic Terrorism .........IN INDIA, THUS UNDER DEMOCRATIC ELECTION PROCESS,IF ATALL WE CHANGE THE VOTING SYSTEM AS A COMPULSORY FOR EACH CITIZEN,AS ADOPTED IN A VERY SMALL WAY BY GUJ.GOVT.,WE WILL BE DOING A GREAT SERVICE TO OUR NEXT GENERATION TO SURVIVE
    .....BUT THE MILLION DOLLAR QUESTION IS THAT NEITHER CONG.+CASTIEST PARTIES.....NOR THE ELECTION COMMISSION(N.CHAWLA...WHO IS A CONGRESS APPONTEE) WILL EVER AGREE TO THIS PROPOSITION FOR SURE. HENCE PROBABLY IT IS A FUTILE EXCERCISE FOR THE TIME BEING!!

    Very good step. At the same time a risk is there, that the voting mass is mostly uneducated and does not know, what the voting is for. Just a packet of liquer makes them self contented and are fooled for another five years.The intelectual group who give lectures, do not vote.

    Hence, the people who vote, to be appraised of the election process, and shoud be cautioned of the consequences of the selfish politician that is being elected, who grabs all the resources, that were to be enjoyed by the poor masses.

    Hence, show the Mody government, who is for the masses only. But the media that is under the influence of vested interes are projecting the rotten politicians, who is selling away the country and critisising Mody. Hence, Modi's men should work round the clock among the masses, but not just during elections. It will definetly give the fruits.

    Let us ask the question to our self, do we vote ? If not, why? The majority will have the same answer what difference it will make, what my one vote will do, like wise there are crores and crores of people who do not vote at all. Majority of them are not even aware that they are committing a crime by not voting, for many of them , voting day is a holiday to enjoy. Yes , this the pathetic condition of Indian Democracy, the so called "Largest Democracy" in the world. So, what Gujarat Government has done, is a step in right direction, it has decided to give you value of your own right , which you dont value. When we can fight for other rights , if they are violated, why we do not understand that by not voting we are foregoing our most powerful and constitutional right. So, my fellow Indians, wake up, Vote , we have a dynamyte power in our hand, we hold our future in our hand ,let us utilise it!!

    After the inception of Modi regime in the state of Gujarat, Gujarat has set many example before the nation which entire nation should follow. We can take the example of 108 scheme in health sector which was initialy started in state and now entire country has adopted. Whether it is the field og Agriculture, Industry, Service Sector, Power, IT, Education or health care, Gujarat has become the example before the nation and i think that this compulsory voting bill will also set the example before the nation, but we every one know that our central govt is not having enough courage to follow this because the calculation of all the political party will disturbed and it will also efect wholesale voting and vote bank calculation. Whatever it is but Sri Modi has done the tremendous job and for this he should be appreciated.

Only when the educated class is forced to vote will a proper Government at the centre/state can be formed. Today like all previous years right from the day of Independence congress has relied only on the illeterate and slum dwellers for votes because it is very easy to fool/bribe them. The BJP should see to it that voting is made compulsory in all the states ruled by the BJP and NDA allies. Only if the educated class votes, will the BJP will come to power otherwise we have to resign to our fate of seeing this useless, fit for nothing congress Government which has failed on all fronts whether it is price rice, Inflation, internal security, security at borders, infiltration etc, to name a few.

    yes it is the right step.Unfortunately just because BJP ot hat matter Mr Mody brought it up the intellectual in general and the elite media in particular did not take up the cause positevely. Yhis was to be expected.
    BJP do not have to bother about such tendencies on the part of the elite class.
    There are several such needy steps to be taken up and the party may proceed to implement such steps
    Just out of mind Just imagine if the idea had been prompted and implemented in any of the congress ruled states at the prompt of Rahul Gandhi what a wave it would have been created in the country by the socalled intellectuals. He would have called a Messia or something .
    So for BJP whatever good things have to be done let us do it what the other world think about. It is unfortunate but this is true. There is agreat division and partiality in viewing things differently. Let us work for the good of he country irrespesive of what others view us.

    I stopped seeing TV News Channels with effect from 16.05.2009 (precisely 10.00 am) onwards ie Poll results day. I expected BJP to return to the power. Poll results shattered my belief. Mass voting by the Minority people(Vote Terrorism) to a party which is highly undeserved and also back stabbing by our alliance party leaders (example Orissa). Any how GOD is great WHO will help BJP in big way. I have a faith on GOD. Let us wait. However I am writing this comment due to Shri.Modi's initiatives. He will achieve it and GOD must be with him, because he GOD'S beloved son. He is torch bearer for the entire Hindu community of this country. I wish him great success and entire Hindu community must behind him.

This may not please all and sundry , but this can go in a long way to eliminate the politics of cast and religion.Another good and commendable step is to call back the representative if he/she fails to deliver.     It is a good job done by the honourable cheif minister Mr. Narendra Modi. I congratulate him for the step taken by him. I would also recommend if more than 50% of votes casted by the people under rule 49(o), then the reelection should be held. None of the candidates participated in the previous election should be allowed to participate again.
    And another recommendation is after conclusion of election, and after six months if the people find their elected member not doing well, then he should be called back by the people. Necessary amendment should be brought in this regard. Person like Mr. Narendra modi only can do such kind of job. Please empower the people to call back their irresponsible candidate.

    Definitely, it is a good step in the way of strenghtening DEMOCRACY. But, If we,the educated peoples, could understand the cost of our vote, these steps are unwarranted. The trend of polling in past elections narrates the the true story, the polling percentage of posh areas remains comparitively low, always. So educated/elite class peoples are more responsible for this diminishing poll percent than others.
    So this requires self interrospection, What we have contributed in the formation of Govt. during the elections?

    Well, Modiji is trying his best in the face of adversaries, to inflame the national imagination towards national causes. But the 4th empire, i.e. the media, especially the electronic media, is trying its best to present all things done by the Modi Govt. as something which will harm the country. It is about time that the BJP leadership should try to convince the media of the harm it is doing to the country and democracy by portraying everything Modiji is doing as bad.

    It is not just a good step, it is essential, crucial and beneficial overall for the election with better majority that will help for our Nation to move forward without impediments caused due to lack of single party majority result. Secondly those who approve of and promote compulsory voting are the once who are aware of their duties as good citizens and promote self discipline. Those who oppose this point are inherently lacking in patriotism and self discipline.

    Yes it is indeed a very good move. All the State Governments and the Central should follow this example. The problem with India is peculiar. The party that runs the Government is not a majority one. Majority I mean must be atleast 51%. But the practice is otherwise. A party which pols between 38 -42% only
    rules. If the compulsory voting is enacted, this will be avoided. The most
    crucial defect in Indian democracy is that the educated people do not visit
    the polling booth. If all the educated people vote, parties like BJP will not
    find any difficulty in forming the government at Centre and at most of the States. Those who expect something for vote are only voting.

    A bad precedent has been set by the ruling DMK in Tamil Nadu. In the recently held bye elections, the voters have been highly bribed and the elections are
    one. They have corrupted the system, the people and the society in Tamil Nadu. If compulsory voting is there, this evil can easily be eradicated.

    I do agree with decision of Gujarat Government for a healthy Democracy. Now a days no one have interest in Democracy process as every one knows that these Politicians are new Avataar of earlier Kingdom Family. Earlier Kingdom had one Family and few Chamchas but now every Gram, Municipal,State & Centre level have thousands of Corrupt, Rashtradrohi Politicians and Government Officials and they behave like a Maharaja who has no shame but to make only Money and make Money by any means and wants to sleep with any evil. If we have compulsory Voting procedure atleast you may select few good person who wants to act for better future of our Great Country with real percentages of Voter wishes.

    COMPULSORY VOTING BY MODIJI, TRULY HISTORIC.

    Gujarat Assembly passed the bill making voting compulsory for Local Bodies. This piece of news is the most satisfying one of my life. I had never been so happy under any other circumstances!
    It is Narendra Bhai’s fore sight and conviction which made such a bill to see the light of the day. Hat up to you Bhaiji, hats up to your team!
    This is a truly QCGaP/Narasingha (Quick, Cheap, Gentle & permanent) solution to the vote bank politics by the minority supported Governments who are ruling this holy country since quite some centuries now. This is a silent punch below the belt to the system which does not call for a statesman in a politician rather calls for a opposite to it (a minority/dalit/back ward pseudo lover) to govern with the support of 15-20% support of the population! In Gujarat due to a nearly two party system; as said by Modiji, it is 25%; but the above figure is applicable to the Central Government and many of the State Governments.
    By passing such a bill, if it can be implemented without troubling the good people, a nearly majority supported democratic rule can be established. The indifferent mass who used to abstain from voting election after election being repelled by the non statesman politicians; on being forced to go for voting shall definitely select the good people. It is assumed and generally accepted that people in general in BJP are good and have some statesmanship, so are sure to get those votes and move towards invincibility!
    What a strategy to counter the Congress strategy of Vote Bank politics at the cost of the tax- payer’s money! Congratulation Sir, please share the excitement of your fans! What a strategy to wipe out the strategy of appeasement!
    Is the move not equivalent to Narasingha (who freed the Universe from the multi millennium old problem called Hiranyakashipu within less than 12 hours and with a single punch and few roars) and truly QCGaP?
    You have the calibre of Narasinha Sir, exhibit it and free the Holy Mother Land from the clutches of the loots!
    With a real majority support coupled with their own statesmanship; the representatives have to perform better. Once people taste the result of their voting, naturally they would ally with the honest statesmen and BJP is sure to gain along with the Nation.
    This bill is historic, since, in any case BJP would have its own Vote Bank and the people would be benefitted too. The nation is eager to have such a system!
    This compulsory voting must be extended to Assemblies and Parliament. People of this country may agitate for this; probably after its success in Gujatat Local Bodies, under Modiji for the next General Election!

    Yes; i welcome the Guj.-inititive as an Experiment with Truth that must be given a fair chance especially in a State like my TN, where recently money-power to lure voter to booth was visible to all.
    In fact Raajaaji proposed, if i remember correct, that the ballot-box should be taken in rath, like God, probably with an icon of that 'democratic king for merit' of Raghuvamsam, Bharath,with devotion to Adhvaitha-Brahmam in all, our natural base for democracy, as is done during religious festivals in Gruha-haarams around temples, so all the residents exercise their franchise with high thinking, easily at their doorstep, despite the bribe they might have taken earlier

    Dear Sir,
    First of we all must Congratulate to Mr. Narender Modi for taking giant step which make others to scratch their brain. Making voting compulsary is really a good step as we all agree that those who can make difference cannot vote because of just celebrating a day a holiday nothing else, either poorest of the poor vote because he will definately get something from the candidate or the party as it is prevailing in our system. Middle class is least bother and they sometime skip and highly upper class never vote but only those whom media follows and show in their news but they are very few, we can count them easily. Compulsary voting will help in getting absolute mandate and more over we will come to know the choices. But at the same time we must find out an option for online or other way of voting for those who are not in their constituency or may be out of country to get their choice. We are not highlighting the step taken by Mr. Modi, had it been taken by Mr. Rahul Gandhi, it would have been propogated in a good manner and might have been asked by the Congress to other Congress ruled states to follow, here problem is that every body have liked the idea but most of them dont want to see Mr. Modi taking credit for this, i keep on hearing from people visiting Gujarat that really Gujarat is worth seeing now. People across nation really appreciating the way Mr. Modi is working and more over if you work for masses it reflects, rest you cant satisfy each and every one in democracy. He has done a wonderful job and we must appreciate Mr. Modi's efforts to strenghten his position. He is really a role model. Its better if BJP start working at ground level and reach at lower level to give best to the waeker section of the society rather then criticizing other's. Rest anytime you need my services give me a chance and see the difference.

    Hats off to Shri Modiji.Compulsory voting will put an end all below undemocratic activities of certain political parties but mainly by congress during polls.

    1.Minority appeasement
    2.Caste based candidature
    3.Money for Vote
    4.An end to candidature of criminal back ground
    5.An end to huge poll expenses by candidates
    6.A chance for Good willing citizens to contest and serve nation.
    7.An end to nepotism, poll corruption and media purchase.
    8.An end to corporate lobbied Budgets as they force favor after poll funding parties.
    9.An end to unproductive popular schemes and appeasing sops during poll
    10.Finally a chance for real political parties to serve India with Desh Bakthi.

    The compulsory voting bill should immediately be passed in parliament and made into law to be implemented for all coming polls.

    It is a small step in the right direction. However, educating the voter is the most important factor in promoting healthy democratic values. Unfortunately, our educated elite have tended to abdicate their responsibility, leaving the field clear for the unscrupulous politicians to influence and threaten the uneducated and poor people who are mobilized by them to cast their votes. It is the duty of the educated and privileged people to cast their votes and not to sit in their comfortable armchairs and then criticize the nation for the kind of leaders that the people elect as their representatives. Mr. Modi must be congratulated for this step.

    Facility should be provided by no vote where there are no good, cultured, educated & discipline candidates. so that political parties/people understand what's going on in masses mind.

    voting should be compulsary in each and every election. first name of the candidate should be their. cast name should not be there. education must be qualification for cantidature. criminals or not educated and candidates having more than 2-3 children should not be there for election as well as voting.
