Yes.
Secondhand smoke is a documented health hazard, and children use those parks. Also, too many smokers leave their butts all over the ground.
No.
Worrying about secondhand smoke in the outdoors is silly. If you have to, enforce the city's existing laws preventing smoking at playgrounds or pools, but don't broaden the ban.
