A couple more suggestions:
an open air market (even in bac weather) that's part farmer's market and part flea market.
a "learning" park, one that's planted with species that would grow in that environment, native or naturalized plants, habitats and species labeled.
a small "green" hotel that is surrounded by the "learning" park, people visiting the park could stop a the hotel for food or drink, people hearing about the park would stay at the hotel-it would be a destination.
any of these would bring more people to shop at the fish markets, we all need fish!
