Will the state meet its clean energy goal of 10 percent by 2015?

    Wisconsin is relying on wind turbines to meet the goal for renewable energy. That in its self is the biggest reason we will never make it.

    There are three ways to measure wind energy. First is installed capacity and if that is all they use for the measuring stick we have a chance to meet the goal. Second is capacity factor or what the turbine actually produces. In Wisconsin that’s about 17% of the installed capacity. If that’s what is measured we will not make it. Third is capacity value or the actual value this power has to grid operators. This is 5% or less nationwide. If this is the measuring stick we will never meet the goal. Wind turbines do not produce dis-patchable electricity so its value is almost worthless.
