    This is a pretty good list overall, but I agree with those saying that Tojo should be on the list instead of Hirohito. Maybe the biggest omission from the list is Timur, responsible for a very large number of deaths. I'd bump one of the Nazis to make room for him; five Nazis on an all-time top 25 seems like at least one too many.

    Emperor Hirohito was more or less a reluctant figurehead so I don't know if its appropriate to include him on this list, I think the Japanese PM Hideki Tojo who ordered Pearl Harbor and what not makes more sense.

    Also, to update this list you could also add in the ISIS leader Abu Bakr Al-baghdadi on the list.

    I would also make an argument you could put even Christopher Colombus and former VP Dick Cheney and even the founder of the USSR Vladimir Lenin on this list. But thats just me lol

    Overall this list was pretty informative but the author seems to have an obsession with torture and some details are historically inaccurate like death count especially for Stalin and Mao. And since there was so much detail about torture, they forgot to mention that people who were arrested by the NKVD under Stalin were beaten till their eyeballs came out of their sockets, had needles or pins inserted under fingernails, were soaked in icy water and left outside in the middle of winter, had their fingers jammed in doors, sleep deprived for long periods of time or forced to drink human urine. There was also barely any information about the Holdomor. Also, Robespierre, Osama Bin Laden, and Khomeini should be lower or not on the list at all since they weren’t nearly as brutal as some of the others and Pasha should be higher. Hirohito was also not mostly responsible for Japanese war crimes. The Imperial Japanese Militarists were largely responsible for most of it and Shiro Ishii should have been on this list as well since he was worse than most people. I would say Hitler, Stalin, Mao, Pol Pot, Leopold ii, the Imperial Japanese Militarists, Talat Pasha, Ivan the Terrible, Torquemada, and Amin would all be closest to number one.

    Overall, the list is quite good in terms of thorough research. However, there have been some mistakes regarding the death tolls. Exaggerations for Mao and Stalin, unederestimates for Hitler. Also, I'm kind of surprised that Ante Pavelić and Temūr didn't make the list. Pavelić was the leader of fascist Croatia in WW2 and ran the concentration camp Jasenovac, where more than 700 Thousand Serbs and Jews were killed in some of the most brutal ways. The conditions were so bad that even SS officers who participated in the Holocaust in Poland were disgusted and Hitler himself had to talk with Pavelić about the conditions. As for Temūr, he was the Amir of the Gurkani empire and ruled for 35 years from 1370 to 1405. During that time period, he conquered vast areas of the middle east and central Asia. He killed roughly 12 Million people by having them beheaded, run over by horses and cemented alive among others. He raided over 700 towns and villages in the Kingdom of Georgia alone. During his campaign against the Delhi sultanate in 1398, 5 Million people were killed within 6 MONTHS. Another person that should've made the list is Queen Victoria. Her policies starved over 20 Million people to death in India and Ireland and her suppression of the 1857 Indian revolt was one of the most barbaric acts in the history of humanity. Just imagine Saddam's suppression of the 1991 uprisings times 1000. That's roughly how bad it was. She also flooded the Qing empire with opium, resulting in 150 million people getting addicted to opium in China. Nobody knows how many of them died. Oh, and she also had concentration camps built in the first Boer War, in which at least 26,000 women and children perished. In total, her wars and forced starvation killed almost 28 Million people.

    My best friend never got to know his brother because of 911. I know that other people on this list have probably killed a lot more people but those attacks broke so many people that day. The entire country cracked, it is to close to home for me not to vote for him.

    Technically we all have evilness inside us, I don't know who a lot of these people are but I am sure that whatever they did was justified to them. It is how we save ourselves from ourselves.

    My own comment: There are way too many Nazis on the list. If you are putting those Nazis on the list, where is Lavrentiy Beria? Where is Hideki Tojo? Talat Pasha should be placed higher. Everyone who committed genocide should be placed above everyone who hasn't. Unless the genocide is against Daleks or Cybermen. This website is really vague because it shouldn't just be "most evil" unless it's showing poll results. It should specify a certain category, for example, responsible for most deaths. and arrange the list accordingly. If it took in account of the positives of those listed, the list would be radically changed because people like Dzhugashvili (Stalin) and Mao would be much lower on the list because they rose their country from nothing to global powers. Stalin competed with the US (the arguably most powerful nation currently in existence) in the Cold War. Mao lead China through a war with the US ( the Korean War), and TIED! How many other nations have managed to tie or win against the American Military? I don't think that much! These type of websites are certainly entertaining and educational, but perhaps you should define how "evil" is interpreted on the website. This is all I can think of for now.

    It's a good top 20, but I think you need put Tamerlane there too. He was the worst Mongol Emperor after Gengis Khan's death. He built a church with 20,000 human skulls, and he was very cruel.

    Emperor Hirohito should NOT be on this list. All of the crap people blame on him was done by the military, so you should really get angry at the Japanese military. You should read more from Japan's side (unless of course you're going to keep being an ignorant stereotypical white person). We need to stop this corrupt system where the victors write the history books. Besides, all of the chinese that were killed? This was war! Oh yeah, like an American has never killed an innocent civilian *cough cough ATOMIC BOMB* We have plenty more evil Americans. For instance, what about the Zodiac Killer? What about Donald Trump? Why not Ronald Regan, the anti-gay racist president that wasn't even qualified to be president and more than doubled the national debt? People need to stop calling these people evil.

    The evil of Muhammad - if he is anymore historically real than the Nazarene - is that he created a very literal and thus static religion. The Christian (New Testament) religion is mostly allegorical and metaphorical. It contains very few direct instructions or rules. Though this makes it susceptible to misinterpretation - as we have seen over the centuries - it makes it adaptable, which allowed it to be translated into modern societies. Islam is static and forces medieval standards on its adherents.

    Then of course there is the seething hate of and demand for subjugation of Jews.

    Let's pretend the Bible is true. If it was necessary for Jesus to die for the sins of mankind, then Judas was fulfilling god's plan. Otherwise why else would Jesus have chosen him, if he new he would eventually betray him?
    and how is Muhammad PBUH evil? The things he does in the Holy Koran are no worse (maybe even less so) than the heroes of the Torah did. More people have been murdered in the name of Christ than for ant other cause. If you know your history, Islam and the Muslim world were more advanced and progressive than the rest of us. Fundamentalism rose mainly because of American and British imperialism following the demise of the Ottoman Empire after WWI. The first Iranian Republic was a secular democracy. But then they kicked BP out of thecountry, which caused us to clandestinely overthrow their government and installed the tyrannical Shah.
    The same thing with Iraq. Their government nationalized their oil fields and was friendly to the Soviets. So we subverted their leaders and helped the anti-communist Baath Party rise to power. The past 200 years of American history is full of stories like this.

    In my opinion, nature is the ultimate source of what we call as "evil". Humans are neither good nor evil when they born, they just learn from the outside world what's either good or wrong. If the child had a brain malformation since birth, it could behave like a madman during adulthood. If raped during childhood, he COULD become a child molester or a sadist. Considering almost every guy of this list was mentally ill, that means everything they did was a consequence of a grievous growth. And you would probably tell now...those people would have died if he (or she) had been a normal person??? I would answer both yes and no. Primates are animals born to kill other members of their species if necessary, but we have evolved as a highly social species, where murdering was nothing but unnecessary and harmful, unless it guaranteed the welfare of the entire group. Now, if those outscasts were actually harmless people, then we have a genocide, which could be justified both by either religions (e.g. Jews discrimination, for they were abhorred because of their part in sentencing Jesus to death) or ideologism (e.g. the Aryan race against the Semitic race). Summing this up, I would say that evil and good are nothing but words to describe behaviours considered as such by OUR standards. Therefore, these 25 persons can be considered "evil" nowadays, but at their time their action could have been allowed somehow. Dracula, for example, is known as a national HERO in modern Romania, whereas Ivan the Terrible is seen by many Russians simply as the first man who united Russia as we know it. Even a few Popes were as nasty as these 25 guys, but they're formally acknowledged as Christian saints. Everything's subjective.

    Adolf Hitler was a bad a bad person yes....but he believed what he was doing was truly helping Germany. Don't get me wrong....im Jewish..i know he's a bad guy...i just think he has done more nice thing than anyone else on this list. He deserves this list yes...but I think more like spot #5 or 6...
    but certainly not 3!

    Hitler might have become a tyrant later in his "career", but what he did earlier in life wasn't necessarily evil. The German minorities in other European countries were being denied of rights and were being boycotted, and Hitler tried to stop that. The Jewish people were a big part of what was happening to the German minorities. Hitler did do some really evil things, but most of the time people miss the whole story.

    I'm sorry, Osama Bin Laden is NOT one of the worst people in history. Most of these people are sick and twisted or killed people in the billions. Osama is awful but not top 10. Everyone thinks he's so bad because it was so recent. The USA killed more people looking for Al Qaeda than died in the 9/11 bombings. Please don't hate on me, I agree it was awful I just don't think it's even on the scale of psychopaths like Joseph Mengele or mass murderers like Stalin and Hitler.
