I think that places like an immigration office it would be really helpful to have some English (and other languages) speaking staff. I keep finding people eager to try out their English working in supermarkets and bakeries, but have been told in a bank and when on the phone to a credit card company that nobody there can speak English. Maybe they are more worried about getting it wrong in those situations? I have found a doctor for my little boy who can speak English, next task is a dentist. :)
