The Plan furthers Team 4 which long ago called for private investment in removing concentrations of black poulation into cluster zones throughout the metro area. By blocking expansions of black residents into neighboring areas through land banking and broad commercial developemt the "threat" of Black central city pollitical power would be thwarted. Support for the Plan is Team 4 support. Just because the powers in place don't/won't admit it doesn't make it less so. None of the publications or broadcasters including this one addresses the eminent domain aspect. Why???
