If there is such a problem why don't we hear about these troubles in the states that don't have helmet laws? A great deal of the states don't have mandatory helmet usage and I never hear about their financial hardships. In fact if you shop for insurance in other states it is usually cheaper. Why not change our insurance laws to mimic a successful state?
