Dr Strange would win...not that it wouldn't be a grand battle, but in the end The Doctor would prevail. Both are skilled and powerful and knowledgeable, but Dr Strange has the edge. Dr Strange has fought menaces that threaten the very fabric of reality and won. Not entirely sure that Voldemort has anything similar to that to bring to the table. Another factor is the magic itself..being the world's sorcerer supreme this man doesn't just know one style of magic but knows various styles...Dr Stranger also has no need for a wand. Voldemort relies on a wand as a focus-point to work his magic. The Doctor is adept in using hand gesture/manipulation. Dr Strange uses other artifacts such as The Eye of Agamotto, The Cloak of Levitation, and whatever else he has in his vast treasure trove of artifacts...any of them he can call forth with but a wave of his hand. Voldemort is cruel and focused and completely without compassion and in the beginning it will seem that his give him the advantage, but in a battle of arcane forces...experience will overcome sheer power...always. Voldemort also has almost always counted on the use of minions to help him while The Doctor...not so much.
