OK this is a difficult question to answer, in that the UN wasn't established to be too intrusive in matters of sovereignty (keep in mind, I say 'too' intrusive). So, I believe that the UN is doing well at addressing matters that it can address while bearing in mind the importance of a nation's sovereignty.

Look at the genocides killing millions from Rawanda to Somalia to Serbia to --- cannot even remember the many --- just in the last 20 to 30 years under the UN watch. So what good is this organization if it cannot do the right thing even when world politics is not a major consideration!
