Any one with first hand information in this case should be held accountable for not acting. Including any witnesses to the acts, and any superiors who heard the reports and did nothing. These people are just as culpable as the perpetrator of the crime. If a Dr., Therapist, or teacher knows of intent to commit a crime, they are supposed to report it, why would these people not have reported crimes all ready taken place? They should be charged with any subsequent rapes, being they could have prevented them and chose not to.
