    Given the FACT that so many have given up looking for work, and that by design the true percentage of the population comprising the unemployed and underemployed will never be known, how could any newspaper, government controlled, or otherwise, print such a ludicrus 8.6% unemployment figure? Now when you choose to ape the economic system of socialist Europe, where 9% unemployment, on a good year, is considered a positive accomplishement, one can see how the .4% difference might produce numerous tingles down the legs of any statist writer of headlines.
